One of the things that surprised me when I started using the iPhone was that the wallpaper conectabas disappeared when loaded, in fact in time for SSH Installer modified it to put my wallpaper.
Now everything is much easier and just go to Cydia and install ChargingBackground for your wallpaper keep it looking while charging your device, your battery will be transparent and your bottom will be covered only with the part that is already loaded.
You can download it for free on Cydia, you'll find BigBoss repo. You need to have jailbroken your device.
