The Android operating system has the ability to scale applications up and down automatically to adapt to any format.
Apple, however, requires developers to bring their applications to seamlessly interface device, hence the application itself does not always serve for iPhone and iPad and see distinctive as HD when it is for the iPad. It is true that the iPhone can run 2x iPhone apps, but Apple does not want to worsen the user experience by allowing applications using narrow IOS source code.
However, it seems that IOS 6 this aspect could be improved, allowing developers to build interfaces able to adapt to different screen resolutions.
