Vuziq allows you to use videos as ring tone, and not only that, the application itself allows you to look for, download, select the snippet you want to use and place it as a ringtone.
When you call you will (and sound) the music video you've selected Vuziq, the only bad thing is that it will have a bar advertising, in return the application is free, you must choose whether it is worthwhile or not.
You can download it for free on Cydia, you'll find BigBoss repo. You need to have jailbroken your device.
