Some customers of AT & T are starting to get messages like that to make them aware of tethering need special data plan. The messages are accompanied by an email that explains how the rates that include tethering and what is its price. If you keep doing sharing your connection after the notice AT & T will change your rate in a week without asking, if you fail to do your rate is maintained.
Hopefully that will not take such operators of other countries ...
