The jailbreak community does not stop, always creating new things. A developer called Apocalypse is working on a tweak that will create a 3D effect in the Springboard and icons seem to be developed with respect to the wallpaper.
3DBoard be called and will cost $ 4, you can download in Cydia and need to have done the jailbreak.
Video is more difficult to appreciate, but if you look at the bubbles from the bottom looks perfectly 3D effect of the icons, I guess it will use the gyroscope to achieve.
